BOARD OF PEACE VS UNITED NATION: A NEW WORLD ORDER
BACKGROUND
Following the 7 October attack on Tel Aviv initiated a bloody war on Palestine in 2023, which is still going on and after the announcement of ceasefire more 400 people are killed in Gaza in last 20 days. the entire Gaza strip is demolished and more than 62,614 Palestinian are killed by Israel since 2023. Reportedly, Almost all the homes in Gaza are damaged or destroyed, 80 percent of commercial facilities are demolished, 88 percent of school buildings are rabbled , Healthcare facilities are destroyed – 50 percent of hospitals are partially functional, 68 percent of road networks are depleted, 68 percent of cropland is devastated.
Following the 11 months deadly war in August 2025, the former primer of United Kingdom Tony Blair, presented a plan to stop the war and reconstruction of the Gaza under the foreign administration. Story of board of peace started initially started from that development
UN RESOLUTION & TRUMPS 20 POINTS PEACE PLAN
The Gaza International Transitional Authority was proposed by the Tony Blair in September to administer the region of Gaza. Additionally, there were a series of other proposal jointly called as Gaza peace plan, which was announced by the president of Untied States of America Donald Trump on 29th of September 2025.
Gaza plan was bilaterally accepted by the Hamas and Israel and later it was formally passed by the United Nations Security Councils Resolution 2803. thirteen countries including Pakistan voted for the approval of this resolution. On the contrary China and Russia abstained form voting as they had proposed their drafts for the peace making. Further, the resolution which was adopted by the united nation was proposed by the USA, and endorsed by the many Muslim counties, against the proposal of others including Russia.
This resolution almost based upon the 20 points peace plan proposed for Gaza by the president Trump. He announced the plan at the white house on 29 September with the help of the Israeli Prime Minister Benjamin Netanyahu. Ironically, the declared biggest war criminal.

The most significant points of the resolution was that it welcomed the ceasefire plan and announced an immediate halt of fighting. Additionally, Israel will withdraw all his military from the Gaza and all the Israeli hostages’ will be returned within 72 hours. Moreover, Israel will return 250 life-sentenced prisoners and 1700 detained Gazan. Despite that, an multinational force named as international stabilization force will be deployed in Gaza to maintain security, protect civilian, aid workers and secure boarder with Israel and Egypt. In short, The resolution plans to internationalize the ceasefire of Gaza, ensure security, governance and reconstruction, and notably, overthrow Hamas militancy, demilitarizes Israeli forces from Gaza under conditions, and deliver Palestinian statehood – a reform-based future framework.
Interestingly, The term board of peace was firstly introduced in the trumps 20 points peace plan and to be more specific in the point no 9 of the proposal. it was only for the temporary transitional administration, day-to-day running public service duties and perform the functions of municipalities. As per the original draft, it was consisting of Palestinian leaders and international actors. Chaired by President Trump and former PM tony Blair of UK. Lastly, the BoP and ISF were authorized until the 31 December of 2027.
INITIAL DEVELOPMENTS OF BOARD OF PEACE (December 2025, & January 2026)
Earlier, the BoP was only an initiative for the governance and administration of Gaza but later in January the Trump administration announced that it will perform function beyond that conflict and further participate in other global conflicts. secondly, earlier it was also announced that the UN special coordinator for the middle east Nikolay Maldenov will be it first director general of the BoP.
In spite that, in October 2025 Tony Blair meet the PM Netanyahu and the Palestinian vice president Hussain Al Shaikh to constitute the board immediately. but after detailed discussion the final plan was announced at the annual world economic forum in Davos, Switzerland. where the charter of the board of peace and the member states were invited to join he launching ceremony of the organization.
CHARTER OF THE BOARD OF PEACE: PREAMBLE
The preamble opens with bold rhetoric, declaring that real peace needs “pragmatic judgment” and “common-sense solutions,” and—most strikingly—”the courage to depart from approaches and institutions that have too often failed.”. Secondly, it criticized the traditional peace-making institutions and dependency upon them, which often do not provide viable solutions to the global crisis. thirdly, its mission is to provide ” more nimble and effective peace-making body”. indirectly, it was point out to the united nations organization and some other regional operational bodies are not providing viable solutions to the global disputes.
Lastly, the BoP’s mission is to strive for resolving conflicts, restore legit governance and restore peace in the conflicting regions. notably, it does not mention Gaza peace plan in the entire charter’s manifesto, although the united nation’s resolution 2803 empowers it until 2027.
MEMBERSHIP
Significantly, the BoP’s membership is neither discretionary nor it is open to all the sovereign states to join this forum, but it’s based upon the invitation-based membership by the chairman. No specific criteria is adopted to sent invitation for joining the Board. Currently, the invitation was sent to the 60 countries from those 20 counties accepted the invitation and many top official and head of the states participated in the event of signing the charter, which was held in Davos, Switzerland in the sidelines of world economic form’s annual meeting.
Apart from the United states, the ceremony was attend by the representatives of Argentina, Armenia, Azerbaijan, Bahrain, Bulgaria, Hungary, Indonesia, Jordan, Kazakhstan, Kosovo, Mongolia, Morocco, Paraguay, Qatar, Saudi Arabia, Turkey, United Arab Emirates and Uzbekistan. Moreover, the state of Israel has also accepted the invitation but their representative couldn’t make it to the Davos because of the arrest warrant issued by the ICC.
Secondly, the member states can participate for three years renewable term in the board. The member which will participate must be the head of the state. Additionally, the member states can support the operation but non of them will be force to join or assist the operations. Similarly, the board has no jurisdiction into the territorial limits of the member states without their consent. lastly, the most significant point was that any state which will pay 1 billion in this first year to the board will get the permanent membership, which is widely criticized along with many other concerns.
Additionally, the membership can be terminated by term expiration, discretionary withdrawal by notifying and ironically, a member state can be removed by the chairman ( subject to 2/3 veto).
GOVERNANCE OF BOARD OF PEACE
THE BOARD
The board will be consisting of the member states and each state will be having one vote. the voting will be held for the budget, subsidiaries, appointments, major policies, treaties and peace pacts. Moreover, the board will meet at least once in a year and chairman will decided the time and date for it. Additionally, the decisions require majority vote from the member states and the approval of the chairman.
CHAIRMAN
The Donald. J. Trump is the inaugural chairman of the board of peace, which will also serves as the representative of United States. Subsequently, it also assumes the authority to create, modify, or dissolve any subsidiary entities. chairman reserves the power of sending the invitation to the sates and regional economic integration organizations to participate in the meeting of the board.
The chairman succession or replacement can only happen in cases of voluntary resignation or in a situation of incapacity (it could be mental or physical as well). Moreover, the chairman can appoint a successor at anytime for the role of chairman.
EXECUTIVE BOARD

The chairman will appoint the board of executive from the leader of global stature and the board’s member will serve for 2 years renewable term. interestingly, the chairman can remove any member at anytime, when he deems fit. furthermore, the chief executive will be nominated by the chairman and confirmed by the executive board. chief executive will held meeting of the board biweekly for the first 3 months and later on, it will held monthly.
Decisions in the executive board will be held by the majority vote, but they are subject to the veto of chairman. lastly, the report will be published quarterly and when the chairman demands. so in a nut shell, the entire executive board is a roller coaster and chairman is on the driving seat- in this newly build parallel organization.
Additionally, some key appointment of the executive board are announce, as following;
- Marco Rubio: U.S. Secretary of State; oversees diplomatic alignment and formal state relations.
- Jared Kushner: Lead strategist and presidential advisor; focuses on Middle East regional integration and private-sector engagement.
- Steve Witkoff: U.S. Special Envoy to the Middle East; acts as a special negotiator.
- Sir Tony Blair: Former Prime Minister of the United Kingdom; focuses on governance capacity-building and international mediation.
- Ajay Banga: President of the World Bank; manages large-scale funding and international financial resource mobilization.
- Marc Rowan: CEO of Apollo Global Management; leads investment strategy and capital mobilization.
- Robert Gabriel Jr.: U.S. Deputy National Security Adviser; serves as a close political and security advisor.
- Nickolay Mladenov: a Bulgarian diplomate and former UN special coordinator for middle east who have previously assisted in Palestine and Israel conflict. he also held the meetings with PM Netanyahu and vice president of Palestine Hussain al Shaikh and discussed the mechanism for foreign administration of the Gaza.
- They also included Sigrid Kaag, a Dutch diplomat who like Mladenov worked as a mediator for the conflict for the UN; Turkish Foreign Minister Hakan Fidan; Qatari Minister of Strategic Affairs Ali al-Thawadi; Egyptian Gen. Hassan Rashad; Emirati Minister of State for International Cooperation Reem al-Hashimy; and Cypriot-Israeli real estate Mogul Yakir Gabay. but, non of the diplomat, politician or anyone from the Palestine, for whose resurrection the entire board for originally announced in September 2025.
LEGAL STATUS: AS ANNOUNCED IN THE CHARTER
The board of peace is an international legal entity. it can own property, can contract, sue and can be sued not specifically on which forum as it’s provided in the charter. similarly, the internal disputes will be resolved by the “amicable collaborations” and chairman will be the last authority, no any other forum for arbitration or appeal after the decision of chairman. Moreover, it can delegate authority to negotiate peace agreements on behalf of the board.
Lastly, the official language of the BoP is English and the headquarter are still not specified in the charter. despite that, it is also at the discretion of the chairman to decide the venue for headquarters. all in all the chairman (Trump) will be having veto power on the decision of the board. he will appoint all the board members. he reserves the power to interpret the provisions of the charter and he will control membership invitations and removal powers. moreover, he can dissolve the organization at anytime and can pick his successor for the chairmanship of the board.
MAJOR CONCERNS RELATED TO THE BOARD OF PEACE
PARADOX BETWEEN UN MANDATE AND BOARD’S CHARTER
Initially, the board of peace was the part and parcel of the 20 points Gaza peace plan and it was meant to be formed for the safety, security, administration and reconstruction of Gaza. Consequently, the UN Security council’s resolution 2803 granted it mandate for purpose solely devoted to Gaza but, after the announcement of charter it has evolved into something entirely different. Interestingly, the actual document of the charter does not even discuss the Gaza conflict in particular, for the purpose it had acquired legitimacy from the international community.
It suggests that the board has ambitions beyond its original, limited mandate, for instance, Trump stated in the press conference in Davos, “Once this board is completely formed, we can do pretty much whatever we want to do” which directly indicates that the board will transgress its legal limits delegated by the resolution 2803.
Secondly, on 21 January from President’s office Trump claimed the UN has “never lived up to its potential” and asserted that the BoP would be a more “nimble and effective” body for global conflict resolution. so the actual question is whether the board is governing under the UN authorization? or it is an effort to create a parallel system against United Nation. Human Rights Watch shown concerns in these words “The United States played a leading role in establishing the UN. Now, US President Donald Trump is undermining and defunding large parts of it.
Subsequently, the European Council and the European External Action Service (EEAS) stated, “We have serious doubts about a number of elements in the charter of the Board of Peace related to its scope, its governance and its compatibility with the UN Charter”. But despite that, European union is willing to play its positive role in peace-making specifically in Gaza. Similarly, the United Nations secretary-general António Guterres quoted “Some seek to put international cooperation on deathwatch. I can assure you: we will not give up”.
Many national governments has condemned and shown concerns upon the formation of boards. firstly, China, which was also invited to join the inaugural ceremony in Davos not only shown dissent but also indicated resistance. China’s foreign ministries spokesperson said that they will defend the world order and core value of united nations. secondly, Canada’s Prime Minister Mark Carney shown willingness to join with condition that if the board will on limits its jurisdiction up to the conflict of Gaza and refused to pay for seat. on these remarks from Canadian primer Trump publicly withdrawn his invitation for Canada.
PAY-TO-PLAY MEMBERSHIP MODEL
The 1 billion dollar membership fees for acquiring a permanent seat on board of peace became one of the most controversial aspect. many international actor, organizations and media outlets criticized it as the “pay to play” model in international diplomacy. where wealthy nations will acquire permanent influence while other nations will be confined by limitation of term. so in a nutshell it is the institutionalization of inequality between sovereign states.
besides that, the critics argue that the developing nations, particularly those in Africa, Southeast Asia, and Latin America, are effectively barred from the decision-making process because they cannot afford the “entry price.” so it will be the complete marginalization entire global south and denouncement of human rights and public international law based on equal participation. on the contrary, the nations like Russia find it as an opportunity to cash, Putin remarked that, they are will to pay 1 billion membership fees on a condition that US will unfreeze their foreign assets.
FINAL REMARKS
The Board of Peace is essentially a commodification and personalization of international governance that flouts major concepts of sovereignty, accountability, and democratic legitimacy. The fact that Trump claims the Board can do pretty much anything we please demonstrates not a sign of strength but a lack of safeguards which pose a danger to the work of multilateral cooperation.
The one billion dollar membership entry threshold turns the power of diplomacy into a market good, and the lifetime chairmanship makes unparalleled power a one-man show, what David Wearing dubs as a sort of monarchical or imperial office which is diametrically opposed to the concept of sovereign equality. Most pervasive is the parasitic nature of the Board with the UN: it takes legitimacy through the Security Council Resolution 2803 and at the same time tries to make the UN irrelevant, thus, taking advantage of the same institution it is trying to bring down.
The massive rejection by liberal democracies, only 2 of the 27 EU members joined, proves that the Board is largely a favorite of autocracies and client states, thus, does not fit the democratic ideal. Instead of the reform of corrupt multilateral institutions, the Board disregards the principle of international cooperation by shared rules, not the power of great powers, which is retrogressive to the principles of pre-1945 great power politics revisited under the banner of innovation.
